The main difference between EM and P Premium SKUs is that P SKUs give Power BI free users ability to access content, but EM SKUs are used for embedding content. Gen 2 also reduces the administration overhead for Premium capacity. Premium incremental refresh can be used to optimize your Premium deployment. Premium Per User licensing gives companies access to Premium features without the cost of Premium Capacity. For dataflows, these features include incremental refresh, linked entities, computed entities, direct query, and the enhanced compute engine.
